
Milena Kapa is a senior environmental governance expert with more than 20 years of experience in shaping public policy, legislative processes, and international cooperation in Montenegro. She currently serves as Secretary of the Committee on Tourism, Agriculture, Ecology and Spatial Planning at the Parliament of Montenegro, where she plays a strategic role in legislative scrutiny, policy development, and oversight of government performance, particularly in the areas of environmental protection, spatial planning, and sustainable development.
Ms. Kapa has extensive expertise in aligning national legislation with the European Union acquis, especially under Chapter 27 – Environment and Climate Change. She has been actively involved in monitoring the implementation of EU-related reforms and assessing the compliance of national legal frameworks with EU standards.
Previously, she held the position of Head of the Department for Nature Protection, Land and Biodiversity at the Ministry of Sustainable Development and Tourism. In this role, she led the development and implementation of key environmental strategies, including the National Biodiversity Strategy and Action Plan, and coordinated Montenegro’s obligations under numerous multilateral environmental agreements. She served as a national focal point for several major international conventions, including the Convention on Biological Diversity (CBD), the UN Convention to Combat Desertification (UNCCD), the Convention on Migratory Species (CMS) and Bern Convention.
Her professional portfolio includes close cooperation with leading international organizations such as UNDP, UNEP, UNESCO, IUCN, WWF, and the World Bank. She has contributed to the preparation of national policies, laws, and strategic documents, as well as to EU negotiation processes, analytical reporting, and project development.
Ms. Kapa holds a Master of Science degree in Ecology and Environmental Protection from the University of Montenegro. She combines strong technical expertise with proven leadership, negotiation, and coordination skills in complex, multi-stakeholder environments, making her a valuable contributor to regional and international initiatives in sustainable development and environmental governance.
